在旧约时代，不是任何人都可以进入会幕中的至圣所，只有那些被上帝选中的先知才有这样的机会。如果先知进入至圣所，他需要进贡两只山羊，一只作为自己赎罪的供物，另外一只用于代人受罪。代人受过的那只山羊能从死里逃脱，活生生地进贡到上帝跟前。先知将自己的两只手按在代人受过的山羊的头上，让其承担以色列人的一切罪过。随后，先知必须将那只承载着他们的过失的山羊放逐到沙漠中。旧约中的替罪羊预表基督降临，藉著基督的宝血救赎人的罪。 “Scapegoat”现在被赋予了另外一种含义。它不用来比喻人们能为自己的过失赎罪，而是代表一个担起别人所犯的罪行的人。
